Mike Goode, President
Mike Goode is a 34 year retired law enforcement officer. Mike spent 26 years with Forsyth County Sheriff’s Office rising through the ranks and retiring as a Lieutenant in uniform patrol. After leaving, Mike helped start a new police department in Brookhaven in 2013 and worked as a Sergeant until he retired after 8 years of service there.
Mike enjoys boating, hiking, traveling, fishing, spending time with his family and friends.
Allan Frampton, 1st Vice President
Allan Frampton is a Captain with the Forsyth County Sheriff’s Office where he has served for the last 22 years. He currently presides as the Division Commander of the Judicial Operations Division. Allan has been an FOP Member for the past 20+ years and has served on the OIIF Board for the last 7+ years. He was a member of the FCSO Honor Guard from 2002-2016, has been a certified officer since 1988 and is a Marine Corp Veteran.
Allan is married to his wife, Kim Frampton. Has 1 Son, Jared and Two Beautiful Granddaughters, Teagan and Amelia. Allan and Kim frequently rescue/foster animals from the Forsyth County Humane Society and have done so for the past 15 years. Allan looks forward to continuing to serve on the FOP Board and helping the organization grow to help our members.
Brittany Rivera, 2nd Vice President
Brittany Rivera is a Deputy First Class with the Forsyth County Sheriff’s Office. She began her career with the sheriffs office in February of 2020. She comes from a bloodline of law enforcement. She began her career in the jail, helping create and manage the Pups with Purpose program, which later coincided with the Residential Substance Abuse Treatment program. She has since transitioned into Judicial Security and also took on duties of Field Training Officer, and part-time Public Information Officer. Brittany has patrol experience, and currently assists judicial operations and enforcement.
Prior to joining the sheriff’s office, she obtained an Associate’s of Criminal Justice Technology from Chattahoochee Technical College, as well as a Bachelor’s of Criminal Justice from Reinhardt University in August of 2021. She also interned with the United States Marshals Service and assisted the Southeastern Regional Fugitive Task Force (SERFTF). Brittany has also obtained FBI-LEEDA certifications for media and public relations.
Charles Needham, Treasurer
Charles Needham is a resident of Forsyth County and is currently a Detective with the Sandy Springs Police Department. He has served the citizens of Sandy Springs since 2016. Prior to policing, Needham was employed at Beaver Manufacturing where he served as a Technical Account Manager. He assisted in product development and controlling quality issues for Industrial, Automotive and Oil/Gas hose manufacturers.
Charles Needham was raised in Covington, Ga and obtained a Bachelor’s of Science in Sociology from Jacksonville University.
John Witkowski, Secretary
Jon Witkowski started his police career with the Gwinnett County Police Department where he served from 2009-2015. With GCPD, He served as a patrol officer and a field training officer (FTO). In 2015, He retired from GCPD and was hired by the Sandy Springs Police Department. He began as a patrol officer and also served as a field training officer.
In 2017, He joined the SSPD Narcotics unit. In 2019, Witkowski became a Task Force Officer with the Department of Homeland Security (DHS), Homeland Security Investigations (HSI), Organized Crime Drug Enforcement Task Force (OCDETF) Strike Force – Narcotics. Jon Witkowski currently serves as a Detective with SSPD where he's involved in narcotics investigations.
Bill McKeldin, 1st Sergeant at Arms
Bill McKeldin is a retired law enforcement professional with an extensive career spanning over four decades. He began his career with the Baltimore City Police Department, serving as a Police Officer from 1971 to 1978. He then joined the Howard County, Maryland Police Department, where he held various roles in Patrol, CID, and Administration, eventually retiring as a Captain in 2002. Following his retirement, he served as a Special Agent with the National Security Agency (NSA) from 2008 to 2013. McKeldin holds an MBA from Frostburg State University (1996) and a BS in business management from the University of Maryland (1987). He is also a graduate of the FBI National Academy (Session 197) and the Northwestern University School of Police Command, both in 1999.
Since relocating to Forsyth County in 2012, McKeldin has remained active in the community through volunteer work with the Forsyth County Sheriff’s Office CHIPs Program and Northside Hospital Forsyth, as well as part-time work with the Forsyth County Code Compliance Office. He has been married to his wife, Ginny, for 39 years, and they have one son, Chad, and two grandchildren.
John Mullin, 2nd Sergeant at Arms
Chief Mullin comes to the Lawrenceville Police Department with 25 years of public service experience. He started his law enforcement career in 1997 after graduating from the John Jay College of Criminal Justice with a bachelor's degree in criminal justice and a minor in forensic psychology. He worked for the Fulton County Police Department until 2006 when he joined the Sandy Springs Police Department as one of its original 86 officers. He was promoted to the rank of Sergeant in 2007 where he worked in the Criminal Investigation and Uniform Patrol Divisions, and also served as the department's internal affairs investigator. He went on to serve as Captain in multiple roles, including Criminal Investigations, Special Operations, and District Patrol Commander. Chief Mullin served as Major over both administration and the day-to-day operations of the department as it grew to over 180 employees. Chief Mullin joined Forsyth County in 2021 as Director of Code Enforcement, Animal Control, and the Park Rangers Division, serving a growing county of over 250,000 residents.
Chief Mullin has a master's degree in public administration from Columbus State University. He is a graduate of the Southern Police Institute at the University of Louisville and a graduate of the Senior Management Institute for Police. He is also a graduate of the FBI Law Enforcement Executive Development Seminar. Chief Mullin was also a part of the 25th Delegation to Israel with the Georgia International Law Enforcement Exchange (GILEE) through Georgia State University. He is a graduate of the Georgia Chiefs Executive Officer Training Class as well as a member of the Georgia Association of Chiefs of Police and the International Association of Chiefs of Police.
Chris Shelton, State Trustee
Chris Shelton has a long history with our FOP Lodge. He became a Georgia FOP Member in 1994 and has served on our FOP Board since 1996. He served as the Vice President from 1996 to 1997, served as the President from 1997 to 2000, 2004 to 2007, and 2011 to 2013. He has also served as the State Trustee from 2001-2004, 2008 to 2011, and 2014-current.
Chris Shelton began his law enforcement career in Florida where he also was a member of the Florida FOP. He then moved to the Forsyth County Sheriff's Office where he served as a DS II, Corporal and Sergeant from 1994 to 2013. He served in Uniform Patrol, Special Operations, Traffic, Marine Patrol and Motor Unit during his career with FCSO. He then moved to Brookhaven PD where he served as a Sergeant and Lieutenant in Uniform Patrol. He is currently serving as a Deputy Coroner for Forsyth County Coroner's Office.
Taylor Land, Operations/Marketing Manager
Taylor Land is 27 years old and the daughter of the late Sgt. David P. Land, whom our lodge is named after. Taylor is currently working for a Marketing company in Forsyth County. Taylor has obtained a BS in Psychology and a BBA in Marketing from Kennesaw State University. She also is currently working on her MBA from KSU.
Throughout college, Taylor chose to volunteer her time and marketing knowledge to the FOP Lodge and various other law enforcement non-profits. Taylor spends her time off from work attending country concerts, spending time with friends and working on marketing projects.
